Our Company

Preventative Healthcare Solutions, LLC (PHS) is an integrated health care center aimed at providing affordable and viable alternative healthcare for the treatment of disease, injury and preventative healthcare. We integrate multi-modal services focusing on physical medicine and behavioral health. 

Services include chiropractic, massage, nutrition, clinical counseling, DOT exams and Medical Marijuana Certification. 

 

We provide evidence-based, holistic health care solutions for all phases of health. PHS is a compilation of enthusiastic healthcare professionals that strive to provide tangible solutions to acute and chronic disease as well as injuries of all kinds. PHS is minority owned and operated. 

Our Mission

The mission of Preventative Healthcare Solutions is to serve as the premier center for integrated health care services in the Greater Bridgeport area. Through the integration of physical medicine and behavioral health. We strive towards improving the health of the Bridgeport community and beyond through direct care, outreach, education and prevention services. 

 

We are committed to building long lasting relationships with all community assets in order to achieve optimal exposure and reach to meet the medical needs of Greater Bridgeport. It is our goal to change the face of current healthcare practices through personalized patient care, alternative healthcare options and prevention services intended at addressing health in a proactive manner.

Noel H Sepulveda, DC, MS

Chiropractic Physician/Clinical Nutritionist

My name is Dr. Noel Sepulveda. I am a proud father and Bridgeport Resident. I received my Bachelors Degree in Biology with a minor in Chemistry from Southern Connecticut State University in 2006. In 2011, I went on to receive my Doctor of Chiropractic Degree from the University of Bridgeport, College of Chiropractic along with a concurrent Masters Degree in Human/Clinical Nutrition from the University of Bridgeport.

I am a lifelong Bridgeport native with deep roots in the community and non-profit networks. At UBCC, I studied under board certified neurologists, acupuncturists, nutritionists and orthopedic diplomates. My specialties include neuromusculoskeletal conditions, rehabilitation, postural correction, orthotics, ergonomics, pain management, weight management programs, lifestyle management, nutritional intervention for chronic disease and other physical medicine practices.

In 2012, I began my tenure as an adjunct professor for the Housatonic Community College, Math and Sciences Department. In 2016, I was blessed to begin my tenure as an adjunct professor at University of Bridgeport Health Sciences Department leading course work in Fundamentals of Nutrition, Seminar to Healthcare Professions and Community Nutrition. I will continue to be an active contributor to this community and pride myself in the ability to serve.

Elba I. Crespo, PhD

Bilingual Clinical Psychologist

Behavioral Services Director 

My name is Dr. Elba Crespo. I was born in Puerto Rico but my family moved to Bridgeport when I was very young at a time when there was mass relocation of Puerto Ricans to the United States seeking financial and social improvements. I am proud to say I was raised in Bridgeport. I received my Bachelor’s Degree in Psychology from Yale University in 1978. I continued my studies at the Institute of Advanced Psychological Studies, Adelphi University and received my

Masters in 1980 and my PhD in 1989.

 

In 1981, my training led me to Boston, MA where I completed my clinical internship at Massachusetts General Hospital. After my internship I remained in Boston and had many

opportunities to expand my training to address socio-economic and cultural issues affecting our communities. As a member of the Women’s Health Unit within the Massachusetts Department of Public Health I worked closely with statewide coalitions, government agencies and advocates to develop policies related to issues of violence against women. I was able to move to more direct clinical work and become the director of a mental health service within the Brigham and Women’s Hospital in Boston managing domestic, substance abuse and parenting programs Twenty years ago I was pleased to return home. I first worked in community agencies with a special focus on domestic violence and alternatives to incarceration for women. I have moved to more independent practice. I have had many doors open for me and am committed to give

back to the community lessons learned and skills gained.

Carmen Velazquez

Phlebotomist/HR Specialist

Office Manager

Carmen is the gatekeeper to our practice and serves as the office manager coming with more than 15 years of office and employee management as well as human resource and medical billing expertise. In 2020, she obtained her certification in Phlebotomy serving as the medical assistant in our primary care program. Born in Puerto Rico, raised in New York and transplanted to Bridgeport, she brings a plethora of life experience, work experience and personality to our office. Ms Velazquez has served many roles in the medical field as well as Staffing and Human Resources recruiting, leading and coordinating hundreds of employees at one time. She also comes to our facility with an extensive customer service background. Ms. Velazquez is a dedicated leader, contributing team member and compassionate personality here to help guide and serve our patients with premier customer service.
